Even though I have a sharp eye with other writers' work, I often miss the most obvious things in my own. When you are close to something, that's what happens. That worked pretty well. Some authors say to use two sets: one before edits and one after edits. K.! I...What a wonderful and insightful question, L. K.! I can't speak for every line editor, but I know we do two rounds of edits on any MS we work on. The first is to point out the issues and the second to give it one more look. Then we send it to the proofreader. So you're right on with what to want from a line editor. Again, I can't speak to them all, but I know what we do. I'd certainly hope they'd do two rounds of edits. For me personally, I know line editing would be my first pick based on what you've provided. Which brings up a question. How many times will a line editor review your manuscript? Meaning, what should we expect if they find something hugely wrong with the plot and you have to do a massive rewrite? Will they read it again with their copy editor hat on, or is it a one time pass through? Or do they work in stages? Meaning, they do the developmental stuff, send it back, you fix it, send it back, they copy edit, send it back, you fix it, send it back, they proofread.
